Citizen participation system that promotes interaction between public institutions and citizens who use their services, through new communication methods and troubleshooting.The objective is to make available to the Administrations, a series of on-line services, in an interactive and integrated way, which will improve their communication with the citizens, especially designed to meet the needs of each administration. PARTICIPA will create a space in which each element of the group, of the organization, will have the right tools to communicate constructively and will be able to influence the management of their environment through participation, giving to the heads of the various Local Government levels of communication and knowledge of their environment hitherto unknown.Coordinator: Indra Sistemas S.A.  Partners: Ariadna Servicios Informáticos S.L; Hispafuentes. End-users: Ayuntamiento de Boadilla del Monte (Madrid); Municipio de Caleruega (Burgos).  Results: Development of two platforms for citizen participation in community life: Urban Platform and Rural Platform in order to offer Public Administrations in Spain an integrated set of services on-line to exchange views, evaluate performances, conduct feedback and monitor satisfaction and expectations of citizens and enable their participation in democratic decision-making. The project maximizes the chances of interaction and communication between citizens and governments, developing two independent platforms, one focused on rural municipalities and other one to medium and large municipalities, as previous studies indicate that local government needs vary significantly depending on the size and environment of the municipality, and therefore they must have different tools and services, specifically designed and developed to meet their needs. Another approach is going to oversize or undersize services to offer, creating a malfunction or excessive costs
